This messages occurs on all ports for this database on this box. The same
database on another box publishes correctly. The same 4D application with a
new database publishes correctly on this box.

There is only one instance of 4D running.

Does this occur on all ports, or just port 80? If it's just port 80, then
some other service on the box must be running on port 80.
