Thanks for offering this response.
The problem database does not use " SET DATABASE PARAMETER" anywhere.
No other databases are running when the message appears.
A variety of other database correctly publish when launched on this same
box.
The problem database works correctly on a different box.
The message appears when the START WEB SERVER command is executed inside
A4D_Init.
It is possible that this has nothing to do with Active4D as Aparajita has
said. The symptoms point to a problem in the db template/computer
combination.
I am able to work on it remotely at the moment. When I discover the cause of
this problem I'll publish it here.

I've noticed this in cases where we explicitly use SET DATABASE PARAMETER
with "IP Address to Listen", and forget to update the code if we change
boxes or IP addresses. And, also of course, if there's anything already
trying up port 80 :-)
