Force AS to refresh number formatting, dates, etc.

One of my customers has pointed out that when he changes the number  
formatting preferences in International preferences, all of his  
scripts continue to display numbers in the old format.  To get the  
new format, he has to manually quit and relaunch the script-executing  
app (in this case FastScripts but the same thing applies to other  
hosts).

I asked about this on Carbon-Dev, and somebody kindly pointed out the  
Cocoa "AppleNumberPreferencesChangedNotification" notification. I  
guess this would let me know that my user is about to see the  
undesired results, but at best I would then be able to restart the  
application (or reload my scripting component?) to get the desired  
update.  I wouldn't want to do either of these as a matter of course,  
and I think this is a really obscure scenario to warrant its own  
preference. But if there was an easy way to coerce AppleScript to  
"refresh" its formatting machine, I'd be happy to do it on behalf of  
my users.

Any clues? I suppose I'd also be interested in doing the same for  
dates, and any other "system-wide formatting" options that may affect  
AppleScript.
