Try this:
- restar IceCat
- enter into the address bar:
     about:config
- choose the 'general.useragent.locale' string variable
- set it to the country code of the language you want ('it' or 'it-IT'
for Italian, for example)
- now:
     $ icecat
   should start IceCat with the selected language.
