I'm not sure why we would move the stuff in Documentation/misc to an  
external repo. It looks like we used to generate .html files from the text  
files that are in there. It's a few fixes to Documentation/misc/GNUmakefile  
to get that working again. Can we put the generated .html files somewhere  
on the new website, make sure we link to them, and be done with it? Once  
that's working, the remaining announces and changes from the old website  
would just need to be dropped into Documentation/misc, i.e., update  
anything that is missing.
