Encrypting passwords

I haven't been able to find a nice clean Carbon API for password
encryption/decryption. The only such things returned in a search are
the Unix tools (crypt, etc). The passwords in question are stored in
our prefs. They don't allow access to sensitive data or anything like
that, so simple encryption is fine. I'm currently hex encoding them,
which is a bit too easy to figure out. Also, the passwords are utf16,
so I need something that won't interpret the nul bytes as the end of
the string (since every other byte will almost always be 0).
