The 169 addresses are self assigned addresses.  If you are seeing them, it
means that the device is unable to obtain an address from the DHCP server.
Which could be for a variety of reasons, including network problems that
prevent the devices from connecting to the DHCP server or even too small a
range on the DHCP server.
