This has been an issue for a long time. But it is not a KDE issue. The
problem is with the KDE version of NetworkManager. I have never been
able to get the GUI running with OpenVPN.
Instead, I just drop my config file into my /etc/openvpn directory with
a .conf extension. The default behaviour of the OpenVPN daemon is to
open the connections for the config files it finds. You can change this
behaviour in the /etc/default/openvpn file. (btw, if you do drop your
config file into the /etc/openvpn directory, edit the file and make sure
the paths pointing to your keys and certs are correct...)
Unfortunately issues like this give KDE a bad rap, but KDE is not
responsible..
