Nidah 037: Rav's Retraction

Moshe Rubin asks:

The Gemara brings a ma'aseh whereby R' Assi put Shilah in cherem for
not retracting a psak in
accordance with Rav because Rav himself changed his psak later on.
However, it would seem that
unless Rav was to'eh b'dvar mishnah, his initial psak as regards
shila would still be in effect (unless
perhaps shila knew rav's din but never asked him the sha'aleh directly?)

The Kollel replies:

I agree with your answer that this was not a case of Shilah ruling
because of an answer he got to an actual
personal question that he asked. Rather, he heard Rav say that this
is what he holds in this matter.
