Hi yogesh,
I have created a tool which works on 10.3 called "HasResourceFork". It
returns a boolean for the file in question. However all the resource
fork stuff I know about requires at minimum, a call to
CoreServices.framework. I'm not sure that's strictly Darwin. Also,
about it working for your 'remote application' purposes, you'd have to
check that out yourself. It will be integrated into the next release of
my OSA Component products and callable thru any of PerlOSA, PHPOSA,
PythonOSA, RubyOSA, TclOSA, and/or ShOSA.

As to why you'd need such an item, I was speculating that if all you
want to do is copy files and make sure you've got the resource fork,
you might want to check out the 'ditto' tool. Unfortunately, I think
the option for actually copying the resource fork is named differently
in different releases of MacOS X (i.e. --rsrc v.s. -rsrcFork or some
such variant).
