It appears the CMS does have some ability to allow anonymous editing and for a patch to be sent as a result.

When it pops up the authentication dialog enter 'anonymous' as the username and leave the password empty.  You can then edit anything and get some limited preview and then ultimately send a diff to the mailing list or download a diff file that can be attached to jira.
