A former Minnesotan, Tom Kelly,  will talk about his work in Serbia as it
struggles to lay the foundation of a democratic political system, and about
the work of NDI, one of four institutes compromising the National Endowment
for Democracy, a result of  legislation during the Reagan Administration.  

For eight years before joining NDI in 2007, Kelly worked with several
Minnesota nonprofits,  and with the Social Democratic and Labour Party in
Northern Ireland on strengthening local party branches and also was
a researcher in the Minnesota Senate Majority Leader's office.

The National Democratic Institute for International Affairs (NDI) is a
nonprofit organization working to strengthen and expand democracy worldwide.
Calling on a global network of volunteer experts, NDI provides practical
assistance to civic and political leaders advancing democratic values,
practices and institutions.

NDI works with democrats in every region of the world to build political and
civic organizations, safeguard elections, and to promote citizen
participation, openness and accountability in government.  For more
