Nope, it doesn't. From the FAQ at [1]:

# Does Visual C++ 2008 Express Edition include MFC and ATL?
No, MFC and ATL are not included with Visual C++ 2008 Express. MFC and
ATL will be included in Visual Studio 2008 Standard and above
editions.
"

The CodeProject article describes a couple of tricks to make WTL work
with the old ATL version shipped with a PSDK a while back. Apparently
it has been stripped from later revs.
