It's even easier than that. Just press Ctrl-3 and enter your eighth note,
dotted eighth note, and sixteenth note directly -- no need to change note
values.

(Once you hit Ctrl-3 and the first eighth, Finale understands that you're
doing three eighths in the space of two and doesn't make you enter three
*actual* eighth notes. For the same reason, if you want a triplet
consisting of a quarter note and an eighth note, you hit Ctrl-3 and enter
the first eighth note, to define the triplet, and then immediately change
that eighth to a quarter and add the last eighth note.)
