If you were want the first note of an otherwise eighth note tuplet to be
a sixteenth (say "s  d  e", where s is a sixteenth note duration, d is a
dotted eighth, and e is an eighth), you have to declare the tuplet (with
ctrl-3) and then enter the first note as an eighth, to fix it as an
eighth note triplet.  Then you can either change the first note to a
sixteenth.
