Agreed this is buggy.  You can choose to use the "Main" version for both
above and below notes, and choose "Above notes" in the Articulations
designer box, but it doesn't always work.  I place fermatas as expressions,
and then you don't even need to create real rests.  But remember to make
sure the fermata bar isn't  included in a MM rest group.
