Precipition always defaults to true , and the checkbox is blank at
staartup,  even with 'precipitation-gui-enabled' set to false in
preferences.xml ...
Anyone mind if I commit a preferences.xml with the added
"<precipitation-enable type="bool"
userarchive="y">false</precipitation-enable>" , which fixes this ?
