As far as I understand, style numbers are not stored in the rsc-file.
I believe, the numbers are assigned when MicroStation reads (all
available) rsc-files while loading, i.e. the same style might have
different numbers if read from different (MicroStation) workspaces.

No, seed-file and rsc-file can be stored in different directories. To
provide a 'correct' seed-file you need to:
* Open the seed-file as a regular dgn-file.
* From the Active Line Style pull-down menu, select Custom. Then
select the name of linestyle that you want to use, and double click to
activate it.
* Select File > Save Settings.
* Repeat with every linestyle you are going to use.

Instead of selecting the name of the linestyle and saving settings for
each and every linestyle, you might want to
* Open the seed file as a regular dgn-file.
* For every linestyle you are going to use select the linestyle name
from the list and draw an element using the style. (If you save a copy
of the file after this step, you will be able to use it as a look-up
for AttributeValueMapper.)
* Select File > Save Settings.
* Delete all the elements from the file.

I agree. It is quite possible that the problem is in the seed-file
which is not prepared properly.

Russell, would you mind sending me your data and workspace to take a
look at? You can send them either to Lena.Bagh@safe... or upload them
off ftp.safe.com/incoming (no user name / password required) and let
me know the name of the file. Ideally, I would like to see your
workspace, seed-file, rsc-file and output dgn-file(s). I may also need
a source data sample (can be stored as FFS using Recorder) - I will
let you know if I do need it. I will be glad to help you with this
issue.
