I'm curious if you are thinking of us GOSLINGcommunity.org folks,
such as Joseph Potvin. I get weekly updates at our gaggles as to what
he's up to. He's in the process of changing departments (won't post
the story here), but will still be pushing FLOSS from within government.
http://tbs-sct.ircan-rican.gc.ca/ is now embededed enough in various
departments that those in government who don't like this approach can't
stop that larger group of people who do.
