[Gimp-web] Windows installers

Users installing on Windows often end up with no local help; it is a problem
common enough for it to be documented in the manual.

I believe the problem is simply solved by improving the web design.

Currently, as a prospective user on Windows, I start at gimp.org. From here
there is a clear link to 'Downloads' - gimp.org/downloads.

'The' Windows installer is prominent:

**Download GIMP 2.6.10 – Installer for Windows XP SP2 or later**

  - but unfortunately this does not install the help.


What is needed is a second link to

**Download GIMP 2.6.10 help files – Installer for Windows XP SP2 or later**

There is, to be fair, a link to
'Windows installers by Jernej Simončič.'

but it is evidently missed by many people, presumably because of the prominence
of the primary download link, and the lack of info about missing help.

Minor issue: there is a link in the GIMP for Windows section to:
'Show other downloads'

which would be better moved and relabelled 'Show downloads for other operating
systems', which is what it relates to.
