   It seems fundamentally wrong to me to give "packagers" an option to make
   RCS completely different, 100% incompatible with every existing usage of
   it.  It will just cause endless hassle if anyone is ever stupid enough
   to use it.  I implore you, do not do this.

You have convinced me (thinking about Debian and docs did the trick).
I will drop this misfeature shortly.
