The only "dependency" is that, by default, we need to point the Maven
plugin to an empty webapp to copy for "seeding" the webapp, and we
point that (in <project>/build.properties) as
"base.webapp=keel-build/webapps/blank".

But, if I remember correctly, the base webapp is blank anyway, I
think, we could just create a webapp and webapp/WEB-INF in the plugin,
and forget the base.webapp idea.
