Is it ok with default application?

How many time have you deployed/undeployed keel applications without
restarting Tomcat?

Try this:
- undeploy hoj
- stop Tomcat
- remove directories of undeployed keel applications under {tomcat}/webapps
- start Tomcat
- redeploy hoj
