68k/OS4 apps will still work with POSE on 10.4 and (in most cases) work fine on OS5 devices, so you may not need the Simulator.

Of course, there are cases where one might need the speed of ARM code or something from the OS5 APIs and in that case I believe you are (unfortunately) correct that the Windows Simulator is the only option.
