[M-User] added OpenPGP signing; new Win32 snapshot

Hello,

One of the features which came up during the recent roadmap discussion was
support for signing and encrypting messages with PGP. As signing them is
something that I'm personally interested in, I've implemented this now.
Encrypting wouldn't be difficult to add now but as I don't need it much
personally I didn't do it yet.

If you want to test signing implementation, please compile latest svn
(using svn wxWidgets version is recommended too in this case) if you're
under Unix or download the latest snapshot at

http://www.tt-solutions.com/downloads/M-LATEST.zip

if you're using Windows (this snapshot also fixes the shameful bug with
truncating the text in UTF-8 messages).

Looking forward to your feedback,
VZ
