Of course I feel sorry for the victims. Different behaviour according to MOQ could be showed by another example. If we compare two teams in a football game for example. The team that stick together and have a common plan will defeeat the other team where everyone plays for himself only.
Second, because we cannot se everything with our eyes, we have brains that see more. That is why we talk and write books. You cannot see a strategy by your eyes but you can see it with your mind and understanding.
Third, if the right to handle a dangerous machine like cars and transport of toxical materials deserve education and responsibility to preserve from damage for third man then I think the same should be applicable for guns. How many hours are the police spending on chasing speeders, because high speed is a behaviour that might cause damage to innocent people, compared to the time spent on looking for armed people on the way down?
I know an old lady who lost her drivers license because her eyes got weak. When she got her sight checked the doctor immediately informed the traffic department and they withdrew the license to avoid traffic accidents that might hurt innocent people on the streets . Same procedure seem appropriate to me about weapons. If a persons capabilities to act responsible can be questioned then his license must be recalled and the weapons taken from him. Consider the number of accidents by guns compared to the number of accidents by cars. If a country want to have armed people to protect against unjust rulers, the people must be just too. Free and regular medical control for armed people is my suggestion. Other suggestions that are more rational for the socieity are welcome.

A new level using the biological level in the same way as the biology uses and is dependent on the physical inorganic level. Social strategies appeared on Earth that use the biological life for its own purposes. Bees, ants, herds of antelopes, fish shoals and humans. Group strategies that benefit from the biological level but in a new way. A field of grass can be regarded as a group strategy to survive better in the face of football players. There are always a few plants that survive and can pass on the genes. Bees and ants have members in their society with different roles that can cooperate. In a social network and society, it is no longer important that all are similar copies. In social strategies there are different roles and there is a decisive advantage with these differences.
