Is that true even if you just copy the Xebian partition and leave the
xbeboot code on the C: drive alone?

In any case, there is another option -- since Xebian is Debian, you
can use 'apt-get --get-selections > pkglist' to dump a list of
installed packages on the good machine and then copy that list to the
new install.  Go into dselect and purge everything but don't do the
remove step.  Then go back to the shell prompt and do 'dselect
--set-selections < pkglist' to import the list of packages.  Make
sure the new machine has the same /etc/apt files and then run dselect
and execute the Install command.  It will add/remove packages on the
new machine so that it has the same applications as the old one.  Just
accept the default values for all the packages as they're installed,
and then use tar to backup the old /etc and /home directories and
copy them to the new machine.  Edit the host-specific files and
you're done.
