Tli Cho deal awaits royal assent

OTTAWA - The Tlicho land claim and self-government agreement received final approval in the Senate Thursday.

Senators gave the deal third and final reading a short time ago.

Senator Nick Sibbeston, who chairs the aboriginal committee, gave his report to the upper house Thursday morning and recommended approval.

Sibbeston expects the bill will become law shortly, when the Governor-General gives it royal assent. It's not clear when that will happen.

The Dogrib delegation will celebrate the agreement Thursday afternoon with a drum dance in the lobby of the Senate chambers.

The Tli Cho deal will give the Dogrib people law-making powers to manage their land and resources, and powers to protect their language and culture.

"It's historic, it's the fulfillment of the aspirations of the Tlicho people," said Indian Affairs Minister Andy Scott.

"This has been in negotiation for a very long time and eveything came together, you can see the excitement, the pride that's felt."

The agreement covers a large area of land between Great Bear Lake and Great Slave Lake, and includes both of the territory's diamond mines.

The Tli Cho people will be paid $152 million over 15 years, along with annual payments of approximately $3.5 million.

More celebrations are planned for the weekend in the N.W.T. after the delegation gets back from Ottawa.
