We've not tracked down the cause of this bug and it does not happen
consistently but we have seen it at least twice and we have seen it on
both make install-online and make install-offline.  The
var/openca/log/xml/time/ subdirectories are owned by root and not
apache.  Thus login fails with an error such as:

Error Code: 64510030
                                    
                   [initServer:314] addMessage failed
                   for log slot xml (6512032). Cannot
                                 create
directory /usr/local/OpenCA/NxxxCA/var/openca/log/xml/time/2008/12/07/04/17.
