When an article, or email, is marked as internal, you will have no
permissions to send an email response. Click on anohter article of type
external, and you should see the link. Otherwise, you are niether the
owner nor responsible. Please take one of these rolls on the ticket.
Alternatively, you have not assigned the queue any responses. You can do
this in the admin section of OTRS.
