Yes, the library "unpluck" is for reading Plucker DB files.
There's also an application which uses it, "explode"; it
converts a Plucker DB to a set of HTML and image files.

Unfortunately, no one bothered to keep unpluck up-to-date as they
changed the format spec, so it will need some work before it works with
current Plucker DB files.
