Congress will hear this week from NASA officials, proponents of commercial crew transportation and independent safety experts. No current NASA astronauts are scheduled to testify Wednesday before the House subcommittee on space and aeronautics. But documents obtained by FLORIDA TODAY through the Freedom of Information Act show exactly where the actual risk-takers stand. NASA's Astronaut Office says the next crew launch vehicle should be 10 times safer than the shuttle, which is set for retirement after five more flights. The system should "dramatically improve crew survivability," Chief Astronaut Peggy Whitson told FLORIDA TODAY in an interview. "We believe an order-of-magnitude improvement is possible with today's technology and should be the goal." The demonstrated probability of a shuttle launch disaster is 1 in 129. NASA's 83 astronauts think those odds can be improved to 1 in 1,000. Independent safety experts agree. "None of us want to repeat the accident history of the shuttle," said retired Navy Vice Adm. Joseph Dyer, chairman of the Aerospace Safety Advisory Panel, a group organized to oversee NASA programs after three astronauts died in the 1967 Apollo 1 launch pad fire. Crews of seven were lost in both the 1986 Challenger launch explosion and Columbia's ill-fated atmospheric re-entry in 2003. Obama has options for a new American crew transportation system. NASA is developing the Ares I crew launcher, an Orion crew capsule and an Ares V heavy-lift rocket for cargo. Time and financial investment to date: almost five years and $9 billion. Another option: the Atlas V and Delta IV rockets developed for the Air Force. United Launch Alliance Atlas V rockets have flown 19 consecutive successful satellite-delivery missions since 2002. The company's Delta IV Heavy rocket has launched successfully twice since its inaugural mission in 2004 -- a demonstration flight that failed to place its payload into the proper orbit. But neither of the rockets has had to meet NASA's stringent safety requirements for vehicles launching astronauts. Yet another option: developing commercial crew transportation. A White House review panel favored the latter approach in a report delivered in October. That would represent a major shift in national space policy. NASA has developed U.S. crew launch systems for nearly 50 years. NASA's Astronaut Office began a re-evaluation of next-generation launch vehicle safety after the loss of Columbia's crew. The guiding principles laid out in a May 2004 report remain current, astronauts said. Launching astronauts into low Earth orbit is dangerous. But an order- of-magnitude reduction of risk is achievable "and should therefore represent a minimum safety benchmark for future systems," the report says. Columbia accident investigators said crew safety -- not cost, schedule or other factors -- should have top priority in the design of the next U.S. crew transport system. Whitson laid out Astronaut Office principles in a recent letter to FLORIDA TODAY. It was penned in response to a Freedom of Information Act request for two NASA Astronaut Office position papers on crew safety. The letter says the next crew launch vehicle also should: # Provide crew escape or launch abort capability during all phases of ascent into orbit. # Meet NASA's "human-rating requirements" -- safety standards for launch vehicles carrying astronaut crews. The 2004 report said the Atlas V and Delta IV rockets do not meet those standards. # Undergo rigorous analyses to determine reliability during design, development and testing. An independent group should verify those analyses. # Demonstrate reliability through ground- and flight-test programs at the component and systems level, culminating in full-up flight testing. "Any rocket or any system we go to, our office position is that they must meet these tenets," said Steve Lindsey, who will command NASA's final shuttle mission. Still to be determined is whether commercial companies can meet stringent NASA safety standards. "I think we're all trying to figure that out," said NASA astronaut Brent Jett, director of the Flight Crew Operations Directorate in Houston. NASA is providing more than $4 billion to two companies developing the means to launch cargo to the International Space Station. The idea ultimately is to develop a commercial means to ferry astronauts to and from low Earth orbit. But the independent safety panel is wary. "We worry that the commercial space companies don't know what they don't know," Dyer said. NASA safety standards probably are not fully appreciated, Dyer said. "They are going to see schedule impacts, and they are going to see cost impacts on what they think is a simpler problem," he said. Some NASA officials want to first see companies safely deliver cargo to the space station -- a function critical to keeping the outpost operating after shuttle fleet retirement. "Then, at the right time, I think commercial crew kind of makes sense," NASA space operations chief William Gerstenmaier said. In any case, launching astronauts will remain hazardous for years to come. "Going into space is not going to be any time soon a low-risk kind of thing," Dyer said. Digital photography has two benefits that change the way cameras are being used. One is turnaround time - the image is instantly available for review, allowing you to change camera settings, viewpoint or whatever and take further images based on the results. The second is the use of the home computer as an electronic darkroom. Working off the raw sensor output (can be thought of as a digital negative, and there is more information in there than can be shown on a single print) you can process the image to get the result you wanted. That's without considering the separate benefits of digital image processing. I still have a Canon A-1 for that reason. Ilford FP-4 is still the benchmark for BW film IMHO. That said I haven run a roll of film through it for a few years now. For color even professional and serious amateurs now use digital. We recently had a family group photo done by a professional photographer, friend of my in-laws. Eleven people in an ordinary living room. November 29, 2009 Senate Report Explores 2001 Escape by bin Laden From Afghan Mountains By SCOTT SHANE WASHINGTON — As President Obama vows to “finish the job” in Afghanistan by sending more troops, the Senate Foreign Relations Committee has completed a detailed look back at a crucial failure early in the battle against Al Qaeda: the escape of Osama bin Laden from American forces in the Afghan mountains of Tora Bora in December 2001. “Removing the Al Qaeda leader from the battlefield eight years ago would not have eliminated the worldwide extremist threat,” the committee’s report concludes. “But the decisions that opened the door for his escape to Pakistan allowed bin Laden to emerge as a potent symbolic figure who continues to attract a steady flow of money and inspire fanatics worldwide.” The report, based in part on a little-noticed 2007 history of the Tora Bora episode by the military’s Special Operations Command, asserts that the consequences of not sending American troops in 2001 to block Mr. bin Laden’s escape into Pakistan are still being felt. The report blames the lapse for “laying the foundation for today’s protracted Afghan insurgency and inflaming the internal strife now endangering Pakistan.” Its release comes just as the Obama administration is preparing to announce an increase in forces in Afghanistan. The showdown at Tora Bora, a mountainous area dotted with caves in eastern Afghanistan, pitted a modest force of American Special Operations and C.I.A. officers, along with allied Afghan fighters, against a force of about 1,000 Qaeda fighters led by Mr. bin Laden. The committee report, prepared at the request of Senator John Kerry of Massachusetts, the committee’s Democratic chairman, concludes unequivocally that in mid-December 2001, Mr. bin Laden and his deputy, Ayman al-Zawahri, were at the cave complex, where Mr. bin Laden had operated previously during the fight against Soviet forces. The new report suggests that a larger troop commitment to Afghanistan might have resulted in the demise not only of Mr. bin Laden and his deputy but also of Mullah Muhammad Omar, the leader of the Afghan Taliban. Mullah Omar, who also fled to Pakistan in 2001, has overseen the resurgence of the Taliban. Like several previous accounts, the committee’s report blames Gen. Tommy R. Franks, then the top American commander, and Donald H. Rumsfeld, then the defense secretary, for not putting a large number of American troops there lest they fuel resentment among Afghans. General Franks, who declined to comment for the committee’s report, has at times questioned whether Mr. bin Laden was even at Tora Bora in late 2001.
