Question: For two user agents in a SUBSCRIBE/NOTIFY dialog, are the CSEQ
headers in requests maintained separately for each UA?

E.G. A dialog has been established between UA Alice and UA Bob. Alice
sends a (re)SUBSCRIBE request to Bob with a CSEQ of 2 and recieves a 202
Response. Bob then sends a NOTIFY request.

Should this request contain a CSEQ of 3 (2 from the SUBSCRIBE request +
1) or should it contain a distinct CSEQ maintained by Bob?
