There is one, it is called WGET and it runs under cygwin on Windows.

there are two cygwin scripts in install\tools called Prepare and Check
that do the hardwork for you.

It is a bit of a pain having to install Cygwin just for this but if you
feel brave enough you could write a parser for windows to do the same job.
