[uug] load average >1 when CPU usage is less than 50%?

Hey everyone, so I am working with an embedded linux system with a
little 400mhz ARM CPU. I am concerned about the load I am seeing on
the device. I have a python program running and it is using up about
50% of the CPU max, at least from what top shows me. However, the load
is fairly consistently above 1. I don't think I have seen the 5 and 15
minute load below 1. If all the software on there is only using up
around 50% of the CPU how can the load be over 1? The highest it gets
is around 2.8 or so...should I be concerned?
