Version 1.2 client failes to start. (rc1, rc3, rc5)

Tested on Win2k SP4, using the same settings.xml as the previous Client (1.0
rc2).  The msiinstaller reports a successful installation, however the service
times out.

"The service did not respond to the service or control request in a timely
fashion".
